Thank you Dave, and everyone else for the suggestions. Problem: Power supply voltages are all OK, voltages at the power supply header on the turntable PCB are correct. Speed selection will not latch, platter does't spin, strobe does not light. Speed selection LEDs glow dimly. Maybe that info will ring a bell.
