I just wanted to follow up on the great responses from Bob and Kate. The example that appears in the LC-PCC PS is a MARC-specific example. The LC/PCC policy statements reflect the rules of a MARC environment and in fact are only requirements for LC catalogers and participants in the NACO and BIBCO programs.
RDA itself is meant to be used in conjunction with any data encoding schemes not just MARC. As many of us most likely will be moving away from MARC into Linked Data and other ways of creating bibliographic data it is important that we understand the instructions themselves and not just depend on a current encoding standard.

no explicit recommendation for that order.
