They are looking for someone with a physical science and geography background. There are some library duties so an MLS/MLIS is useful, but their focus is on the science and geography.

As a Technical Information Specialist (Physical Science) you may perform the following duties...
Formulating and conducting geospatial and advisory work directed at applying unique and complex terrain and physical sciences information to military planning and operational requirements using state-of-the-art geographic information systems (GIS) data integration, and automated cartographic research and analysis
Performing geographic, hydrologic, environmental, topographic, and related physical science analysis, research, and data collection activities
Collects data from numerous domestic and foreign services against Program/Project priorities
Provide reach-back expert Geospatial imagery and information services support for contingency operations and to support the Army
Researching and cataloging assigned hard copy items, entering cataloged data into database or updating records as required and filing new materials
