Hi Lucy,
modsCollection is used when you want to bundle multiple MODS records into a single XML record. The root element is modsCollection and there can be multiple MODS elements (not root elements) within the (single) modsCollection element. There is no requirement that there be multiple MODS elements, it can be a collection of one. And there is no requirement concerning the relationship of the records to each another (it can be a random collection).
