Error or not, it's now published in the RDA Toolkit and here's the LC-PCC PS for K.1:

LC practice/PCC practice: Use only terms from Appendix K if supplying relationship designators in the shared LC/NACO Authority File. Do not supply terms beyond those found in this Appendix.

My guess is that this is an error.  The new designators are following recommendations in the RD Working Group report, a report which has not yet been commented on by the constituencies, nor (to my knowledge) discussed by the RSC.  Since these don't follow the current patterns of RDs, I have no idea how they got into the published RDA.

While the principles in the recommendations are sound, I believe that the details of implementing them require extensive worldwide discussion.
