The majority of the books on this list are YA - http://blog.leeandlow.com/2012/08/30/diverse-dystopias-a-book-list/ I highly recommend The Windup Girl by Paolo Bacigalupi which deals with race, gender, issues of genetic engineering and 'human' rights.
My first thought was to check out Octavia Butler's works and other speculative fiction authors of color. The wonder of speculative fiction is the ability to place yourself and the "other" in the story and there are so many examples that while not strictly racially tied to color or ethnicity are analogous to civil rights and race relations in the story. I think you will have a great time doing your literature search.

"The Year of the Quiet Sun" by Wilson Tucker is the first that comes to mind.
