Some clarity to the text of 18.104.22.168 was put forth by the National Library of New Zealand in 2014, but their proposal was voted into limbo status by the RSC (née JSC):
See the rev/2 document, page 3, where the proposed new language reads: "If a compilation of works has a collective title that is used in one or more resources embodying that compilation or in reference sources, apply the instructions at 22.214.171.124-126.96.36.199." Note the "collective" and the "one or more" additions.
