Yes, this is probably not an issue of interest for the MODS list.   MODS list discusses XML -- MODS XML and MADS XML.  As far as I recall we've never discussed RDF on this list.  Best place to discuss MADS RDF would be on the BIBFRAME list, I'll try to address it there.
