Watch out with alcohol, it will smear the ink on some unlaminated covers.
It can also sometimes strip off the lamination. I notice some places sell a
50% solution that should be mild enough for most uses.
I throw out the plain inner sleeves if the mildew smell is strong, and wipe
the covers down carefully. I would take off the cellphone and throw it away
if you don't need it.
If you can leave the covers outside in partial sunlight on a mild day it
will do a lot to reduce the smell - not glaring, hot sunlight which can
warp the covers, but a partial shade.
