A colleague suggested I ask you for help.
Though this 1945 report was cited in an AFOSR report, it is not related to AFOSR.

It is cited in NTIS as PB23051, but NTIS cannot provide a copy.
I asked NRL sometime ago, they do not have it.
Nor does DTIC.
Not found in OCLC or PubMed.
Did find two AP Websters, one British and still publishing.
One who published in the 50s and 60s and is probably the author I seek.
I contacted a University of Washington Materials Science professor who cited it in a 1997 AFOSR report about a month ago, but have not heard from him.
Can you help me to obtain a copy?
