I'm not sure what you mean by metadata in particular. Do you mean tagging - adding Artist, Album, Title, Track, Composer, and other such 'metadata' - or something else? The most versatile yet straightforward free tagging tool I've come across is mp3tag (https://www.mp3tag.de/en/). Despite the name, it handles proper tagging of all sorts of container formats - MP3, RIFF WAV, FLAC, APE, OGG, etc - and is continually developed and maintained in IMHO a pretty impressive way (by a sole developer - it is not open source). BWF Metaedit appears to have a bunch of other fields (under the 'Core' area) whose meaning is opaque to me (as a layperson) but it may be what you're looking for. It also only appears to work with RIFF WAVs, from what I can tell, so it won't help you with mp3 files.

It was developed, in part, using your taxpayer dollars, is free and works well. Bwf MetaEdit not
only allows for manipulation, you can also use MD5 checksum with it for delivery purposes.

Both are good. You would have to decide which you prefer. Both have trial versions of their
