They probably have some cost accountant who doesn't understand the book
market and think everyone is rich. Reference work publishers do cater to
libraries and corporations who, if they need something like this are
willing to use their budgets for it. Elsevier has pretty much priced
itself out of the library market as has Taylor and Francis. Now they are
charging authors to buy back their own articles written for free for
journals.
