I've seen cover dates of monthly magazines on newstands at least a month
in advance of the cover date. And I've received Wired, for example, almost
a month in advance.
I believe one would need to talk with someone who knows about the calendar
inside the publisher's to determine the date of delivery.
If this is a copyright question, back then it had to do with when it was
available to the public and if it was copyrighted. Now it is copyrighted as
soon as it is created in hardcopy or on a hard drive. So knowing the former
would be important for something written back then.
