If it's sticky, there may be time to clean it off. But once there's a thick
haze to the vinyl, it's much more difficult.
I had thought this was an irreversible chemical reaction. But it seems some
people have success with headlight cleaner, believe it or not:

I haven't tried it but it seems worth a go. It's cheap, and available at
any automotive supply store!
