Yes, I'm in favour of deprecation.
It should be kept in mind that this does not remove "bh" from Part 1 or change its denotation from "Bihari languages"; it only means that its use in applications or for documents is strongly discouraged.
Also, use of "bh" in BCP 47 language tags would continue to be valid, though it could potentially be deprecated there as well. (In the Language Subtag Registry for BCP 47, records can contain a Deprecated field that indicates the date of deprecation.) There are existing cases of identifiers from Part 1 that are deprecated in BCP 47: "in" (Indonesian), "iw" (Hebrew), "ji" (Yiddish), "jw" (Javanese), and "mo" (Moldovan). In those cases, the languages had duplicate encoding with two alpha-2 identifiers, and the BCP 47 Language Subtag Registry records include a field indicating the identifier that is preferred. But the case of "bh" is different: it is not a case of duplicate alpha-2 encoding, though there is a corresponding alpha-3 identifier, "bih". That alpha-3 identifier is not available for use in BCP 47 since it requires the shortest 639 identifier to be used. Therefore, if "bh" were deprecated in BCP 47, there would not be any other preferred identifier indicated.
