No recent graduate of an MA program, bearing the student loan debt that
they will, can live on $15/hour, nor should they be expected to.
Particularly when, with all due respect to Lubbock, they would likely be
relocating to a new city. Responding to a crisis with inadequately trained
staff is simply kicking the can down the road; a future crisis is entirely
likely from the inevitable poor decisions and flawed work that will be
produced, particularly if someone who, per the job description, is
potentially supervising a work unit while also learning on the job. If the
budget is $X, I would start by figuring out what can actually be done
*properly* for $X.
