I second Seth's advise, but here is another alternative (good luck 
finding a machine you can afford now): Studer A820.  They do everything 
you request and then some. I just transferred a box full of Euro spec 
open reel quarter inch, acetate, at 15ips CCIR, with AEG hubs and 
platter.  The heads you can get modified by John French at JRF Magnetics 
[1].  He is the best and has modified all my head stacks for these 
purposes.
