It has been our experience with Japanese Fuji 2” Quad and 1” videotape that the substance you describe appears to be an artifact of dried-up lubricant making it’s way to the top of the tape pack. When not confused with mold, we have been able to clean it off with a damp cloth of ISO with no ill effects. Now of course, open-reel tape cleaning is easier than a cassette but nonetheless, this is submitted as our experience.
