Hi Amanda,
As NACO catalogers run into these in the course of our work, we are supposed to create new NARs for them in the NAF and then report the LCSH for deletion since they are now dupes. You see a lot of these on the SACO lists, e.g.:
150 Grover (Fictitious character : Henson) CANCEL HEADING [sp 00002669 ]
682 This authority record has been deleted because the subject heading is covered by the name heading Grover (Fictitious character) (DLC)no2020009577
So, these are getting fixed as people need to use them, so it's a gradual process. Check out H 1610 in the Subject Headings Manual for more info.

Subject: [PCCLIST] Fictitious entities in NAF
Hi folks:
I know LC and etc. were working on moving fictitious characters to the NAF. I was cataloging a book--well, I was dummy cataloging a book for my LIS cataloging class, but too long to explain--and two fictional characters from the book are still in the LCSH list and not the NAF. Do we report these to someone? Are they still working on it and should we just wait? Or, I have NACO authorization, is this something we can/should be doing?
Thanks. If anyone is interested I was cataloging Chester Himes' A rage in Harlem and the characters are Jones, Grave Digger and Johnson, Coffin Ed, described as "Harlem's finest and meanest pair of cops." Those are names I'd love to work on for NACO.
