The question from Alwyn Owen got me to looking in my OCLC Prism Service
Bibliographic Formats and Standards Manual.
Bib Formats says to use the 242 field if the translated title does NOT appear
on the item but is supplied by the cataloging agency.
I notice that for OCLC users, at least, use of this field is optional, and I
would interpret this to mean that the cataloger does NOT have an obligation to
translate every foreign language title into English.
