I would simply suggest a reg attribtute (as per TEI), into which the normalised
form could be put, eg
"At folios 121-2 is <persname reg="Charles I, King of England, 1600-1649">Charles I</persname>'s speech to the <corpname>House of
Lords</corpname>"
This is an example from one of our finding aids, using the USMARC names
file for authority control.
