Just a short thank you to all who replied. I've been away so I
apologise for not responding sooner. I summarise the replies below:
"Its definitely not mandatory. It would be used, for example, if a
library wished to provide a translated title in English for a Cyrillic
scientific or technical periodical.
In "USMARC bibliographic" 1994 (updated in 1995), Appendix A, p.
14, field 242 is Optional for the National Level records and it is not a part
of requirements for the Minimal Level records.
This field would not be used, as a rule. In fact, the infrequency of the 242
pretty much demonstrates that it is an optional access point, based
on what your institution needs for its patrons".
