With regard to using HTML for finding aids, a question that is not likely
to go away soon, I would like to recommend to everyone that you reread (or
read for the first time) Steve DeRose's paper delivered at the Berkeley
Finding Aid Conference, wherein he addresses this issue and the issue of
structured information in general quite eloquently and clearly: Structured
Information: Navigation, Access, and Control (presented at the Berkeley
Finding Aid Conference, April 4-6, 1995):

You might also refer those who raise the questions to the paper.
