If you're interested in seeing the U.S. government using SGML in a way that
isn't directly related to defense, check out the finding aids stuff at the
Library of Congress site: http://www.loc.gov.
The EAD (Encoded Archival Description) DTD file you get from the LoC FTP
site had a DOCTYPE declaration in it, but once you fix that, it works great
with Panorama (and they even provided a little help page for getting and
configuring Panorama). The LOC gets better marks than the IRS, whose
documents and DTDs had serious syntax errors (but still, A for effort).
