506 is for *access* (not use) restrictions, e.g. can
researchers see the the stuff? do they need a
donor's or agency's permission to use the stuff?
540 is for *use* restrictions for materials to which
access is provided, e.g. can the user photocopy the
stuff? quote from/publish it?
