BRIEF DESCRIPTION OF DUTIES:
The Handbook of Latin American Studies (HLAS) covers works
published in at least 10 contemporary languages, dealing with
approximately 30 Latin American/Caribbean countries and
encompassing more than 100 scholarly fields and subfields of the
humanities and social sciences. The majority of the works are in
Spanish, with a large number in Portuguese and French. The
Assistant to the Editor briefs contributing editors on their
responsibilities and deadlines and assists with research for
their manuscripts; recommends addition or deletion of
contributors and insures contributor's accounts are maintained
and up-to-date. The Assistant selects monographs for review by
Handbook contributors; assigns cataloging priorities for Hispanic
collections; selects and assigns serial articles to HLAS
contributors; develops and maintains bibliographic sources and
contacts; and recommends acquisitions for Handbook or for the
general or special collections. The Assistant uses automated
systems to create bibliographic records; edit and input
annotations; create author and subject indexes; create
appropriate cross references; maintain and update databases and
manuals for the mainframe and personal computer; and extract data
from the HLAS database using offline retrieval programs. The
Assistant prepares papers, oral presentations, and online
demonstrations of the HLAS database and delivers them at national
and international professional meetings and, with the Assistant
Editor, serves as LC's authority on HLAS/GenBib database and
attends appropriate meetings on bibliographic matters. The
Assistant participates in the production of the Handbook; final
selection of works; and establishing bibliographic and editorial
standards. The Assistant creates flowcharts to record progress
of editorial work, book shipments, and manuscript submission;
performs special reference searches in specialized areas; and
provides reference service in the Reference Section of the
Division.
MINIMUM QUALIFICATIONS:
Selective Factor:
Ability to speak, read, write and edit for grammar,
spelling, punctuation, content, etc., in Spanish.
Knowledge of wordprocessing software.
One year of specialized experience at the GS-7 grade level in the
Federal service or at a comparable level of difficulty outside
the Federal service, OR two full years of graduate study in
library science or a related field, either of which demonstrates
a minimum level of proficiency in the following knowledges,
skills and abilities (KSA):
Knowledge of Latin American studies.
QUALITY RANKING FACTORS (KSAs):
Quality ranking factors are presented in ALL CAPS. The statements

the position.
1. ABILITY TO COMMUNICATE AND INTERACT WITH PEOPLE WITH
CULTURALLY DIVERSE BACKGROUNDS - to communicate with
contributing editors representing the field of Latin
American teaching and research in the United States and
abroad; provide training to Handbook interns and
editorial assistants; brief visitors from the United
States and abroad; present oral presentations at
national and international meetings; and interact with
Handbook team and Library staff.
2. ABILITY TO WRITE AND EDIT MATERIAL FOR GRAMMAR,
SPELLING, PUNCTUATION, STYLE, FORMAT AND CONTENT - to
copy edit contributing editors' manuscripts; update
training manuals; write papers for the Library and for
scholarly conferences; and to correspond with
contributing editors.
3. KNOWLEDGE OF LATIN AMERICAN STUDIES - to select and
assign materials, and edit manuscripts covering the
humanities and/or social sciences as they relate to
Latin American studies; provide comprehensive subject
indexing of annotated bibliographic items; recommend
additions or deletions of Handbook sections and or
contributors; develop and maintain bibliographic
sources; serve as a Division recommending officer; and
provide reference service.
4. ABILITY TO ORGANIZE, ANALYZE, AND INTERPRET DATA - to
provide day-to-day technical direction to staff; review
copy editing of manuscripts; synthesize data for
editing and subject indexing purposes; and organize and
analyze workload.
HOW TO DEMONSTRATE COMPETENCE ON THE KSAs: Applicants must
address each KSA on a separate sheet of plain paper in order to
be considered for this vacancy. Applicants should not simply
repeat entries from their application in addressing each KSA, but
should elaborate on any specific experience (as an employee or
volunteer), training, educational courses, and awards that
demonstrate possession of the identified KSAs. Publications are
available in libraries and book stores to help guide you in
addressing the KSAs. KSAs must be addressed individually and
MUST NOT exceed one page each.
EVALUATION PROCESS: Applicants are first assessed against the
minimum qualifications requirements for the position. To be
minimally qualified, applicants must demonstrate a minimum level
of competence in the knowledge, skills, and abilities (KSAs)
required to perform the duties of the position, and must have the
length of time and level of education and/or experience as
specified in the announcement. Applicants who are minimally
qualified will be further evaluated to determine the degree to
which they possess the KSAs identified as quality ranking
factors. These KSAs are assigned values for purposes of rating.
This rating process will determine who will be referred to the
selecting official for further consideration.
