WHO MAY APPLY: All qualified applicants. Status applicants who wish to be
considered under both Merit Assignment Plan (MAP) and open competitive
procedures must submit two (2) complete applications. When only one (1)
application is received from a status applicant, it will be considered
under MAP only.
DUTIES: The incumbent will serve as the Deputy Director, Office of
Information Services (OIS) and will work with the Director, OIS to develop
library and information science policy and provide structured program
planning. The incumbent will be involved in administering budgets and
financial activities related to library and information services. The
incumbent should be knowledgeable in the use of state-of-the-art library
automation and information management.
MINIMUM QUALIFICATIONS REQUIREMENTS: Applicants must meet minimum
qualifications for Librarian: possess a MLS or equivalent professional
library science experience. For the ZA-IV, applicant must possess one year
of specialized experience equivalent to the GS-12 level which has given the
applicant the understanding of the techniques and methods of library
science AND meet the Selective Factor below.

requirements and selective factor(s) will be further evaluated based on the
quality ranking factors listed below. Applicants are strongly encouraged
to address each of the factors on a separate sheet describing specifically
and accurately what experience, training, education, and/or awards you have

SELECTIVE FACTOR(S): (Determines your basic eligibility for the position)
1. Knowledge, as evidenced by experience, in managing library
administrative operations in either a research library setting or a
specialized library function (e.g., electronic publishing, reference and
information services, technical services).
QUALITY RANKING FACTOR(S) (QRF): (Determines your ranking in comparison
with other applicants. CTAP & ICTAP applicants who score 90 or above
according to the following Quality Ranking Factors will be well-qualified
and receive priority consideration.)
1. Knowledge, as evidenced by experience, in analyzing and administering
budgets and financial activities relating to library and information
services.
2. Knowledge, as evidenced by experience, in handling library
administrative activities (including contracts, human resources,
procurement).
3. Knowledge, as evidenced by experience, using and promoting electronic
technology in delivering information services.
OTHER:
Applicants must submit copies of college transcripts to verify meeting
minimum coursework requirements or a copy of their degree to verify meeting
the minimum degree/major requirements. Selectee for this position will be

I. HOW TO APPLY

II. GENERAL INFORMATION
A. A separate application must be submitted for each announcement.
B. Applications mailed in Government postage-paid envelopes will not be
accepted.
C. Applications must be postmarked no later than the closing date of the
announcement and received no later than 5 workdays later.
D. Applicants must meet all eligibility requirements (including
time-in-grade/Pay Band, if applicable) by the closing date of the
announcement.
E. Applicants must be citizens of the United States.
F. Handicapped applicants, 30% or more disabled veterans or any other
applicants eligible for non-competitive appointment under special
appointing authorities not requiring competitive status must clearly
specify their eligibility on their application and submit appropriate proof
of special appointment authority eligibility.
G. Male applicants over age 18 and born after December 31, 1959, must be
registered with the Selective Service System or have an exemption. If
selected, confirmation of selective service registration status is required
before entering on duty.
H. If a vacant position is filled at a level below the full performance
level, the selectee may be promoted without further competition. This
implies no promise or guarantee of a promotion.
