Panorama is certainly capable of applying different styles to
elements based on the values of various attributes. In the Panorama
1.0 users guide, the relevant discussion in in section 5.1.7
"Qualifying Elements," especially section 5.1.7.1 "Qualified
formatting" (which sounds like a discreet form of curse). I won't
attempt to describe how to do it here, but I use it and it does
work.

Dynatext and Dynaweb can certainly also apply styles dependent on
attribute values.
