How should we deal with a finding aid section entitled
"Organization and Arrangement"? Should it be tagged as either
<organization> or <arrangement>, or simply as <odd>, as we treat
other "hybrid" elements? Most of the time we cannot determine
which type of description is more prevalent, i.e. whether it is
mostly organization or mostly arrangement, and it isn't practical
for us to split the section into two separate <organization> and
<arrangement> elements as that would involve significant rewriting.
We almost always encounter these types of sections paired in this
way, never as individual <organization> or <arrangement>. Why can't
EAD have an <orgarrang> tag?
