BRIEF DESCRIPTION OF DUTIES:
Incumbent will provide consultant services to an assigned portion
of the National Library Service network concerning all aspects of
library service to blind and physically handicapped readers;
identify service trends and specific problems with general
impact; write reports, analyze articles for publication; prepare
evaluations and correspondence; review and analyze comparative
statistical data related to network libraries; and represent
National Library Service at conferences and deliver speeches.
MINIMUM QUALIFICATIONS: Applicants must have one year of
specialized experience, equivalent to the GS-11 level in the
Federal service or at a comparable level of difficulty outside
the Federal service; performing liaison duties with a national
cooperative library, had responsibility for visiting libraries to
review library operations, or functioned as a resource person for
a library.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): The following KSAs have
been identified as being important to the performance of this
position at the GS-12 grade level. The percentages in
parenthesis indicate the relative importance of each KSA to this
position.
1. Knowledge of the functions, services and needs of
cooperative network libraries. (40%)
2. Knowledge of library services available for the blind and
physically handicapped. (20%)
3. Ability to communicate orally. (15%)
4. Ability to communicate in writing. (15%)
5. Knowledge of the principles of professional librarianship.
(10%)
EVALUATION PROCESS:
Applicants are first assessed against minimum qualification
requirements for these positions and must have the level of
experience as specified in this announcement. Furthermore,
applicants will be assigned a numerical score between 70 and 100
that will be based on their responses to the questions answered
in the Supplemental Qualifications Statement, Form C. This
rating process will determine who will be referred to the
selecting official for further consideration.
REMARKS:
Appointment/retention is subject to a favorable evaluation
of an appropriate personnel security/suitability investigation.
