BRIEF DESCRIPTION OF DUTIES:
The Writer-Editor compiles and edits bibliographic and general
informational materials.  Copyedits manuscripts for grammar,
spelling, punctuation, clarity, organization, and conformance to
applicable style manuals and reviews material for elimination of
inconsistencies and inaccuracies and for achievement of purpose,
logic, completeness, and effective communication for the intended
audiences.  Researches and writes news and outreach materials.
Marks manuscripts for typesetting; proofreads typeset copy.
Performs indexing functions for office-generated publications.
Develops, updates, and modifies complex records-list functions on
databases to produce manuscripts and camera copy for multiple
magazines and catalogs.  Lays out and pastes up camera-ready
copy.  Recommends and coordinates photographic services.  Plans
and prepares routine surveys or other data-gathering instruments
regarding publication and media services.  Plans and prepares
materials for production in print, braille, electronic and
recorded form, including print, audio, and video public service
announcements and multimedia exhibit materials and backdrops.
Applies standards and specifications to assure quality of
finished product.  Organizes large-scale projects such as the
national exhibits program, print posters, or other outreach, as
assigned.  Maintains software files and develops and adapts
automated programs.

MINIMUM QUALIFICATIONS:
One year of specialized experience at the GS-7 level in the
Federal Service or at a comparable level of difficulty outside
the Federal Service which demonstrates a minimum level of
proficiency in each of the following knowledge, skills and
abilities (KSAs):

*         Skill in writing, editing and proofreading, using
          standard editing techniques, principles of grammar and
          style manual guidelines.

*         Skill in coordinating and monitoring multiple
          publication production projects.

*         Skill in working with people at different
          organizational levels.

*         Knowledge of graphic design principles and preparation
          of camera-ready copy.

*         Skill in using wordprocessing software to create and
          edit documents.

QUALITY RANKING FACTORS (KSAs):
Quality ranking factors are presented in ALL CAPS. The statements
beneath each factor relate each factor to specific duties of the
position.

1.        SKILL IN WRITING, EDITING AND PROOFREADING, USING

          ORGANIZATIONAL LEVELS -- to accomplish assignments,
          coordinate with members of the NLS staff, network
          library staff, typesetters, printers, contractors,
          Library of Congress offices, and external organizations
          of individuals who are sources of information vital to
          preparation of assigned written and visual
          communications.

4.        KNOWLEDGE OF GRAPHIC DESIGN PRINCIPLES AND PREPARATION
          OF CAMERA-READY COPY -- to prepare print, recorded and
          braille production and to recommend graphic design
          standards.

5.        SKILL IN USING WORDPROCESSING SOFTWARE TO CREATE AND
          EDIT DOCUMENTS -- to prepare work/documents in readable
          and electronically transferrable form.

HOW TO DEMONSTRATE COMPETENCE ON THE KSAs:  Applicants must
address each KSA on a separate sheet of plain paper in order to
be considered for this vacancy.  Applicants should not simply
repeat entries from their employment application in addressing
each KSA, but should elaborate on any specific experience (as an
employee or volunteer), training, educational courses, and awards
that demonstrate possession of the identified KSAs. Publications
are available in libraries and in book stores to help guide you
in addressing the KSAs.  Each KSA must be addressed individually
and MUST NOT exceed one page each.

EVALUATION PROCESS:  Applicants are first assessed against the
minimum qualifications requirements for the position.  To be
minimally qualified, applicants must demonstrate a minimum level
of competence in the knowledge, skills, and abilities (KSAs)
required to perform the duties of the position, and must have the
length of time and level of education and/or experience as
specified in the announcement.  Applicants who are minimally
qualified will be further evaluated to determine the degree to
which they possess the KSAs identified as quality ranking
