DESCRIPTION OF DUTIES:  This position is located in the National Library of
Medicine, Division of Library Operations (LO), Public Services
Division(PSD), Reference Section.  The Reference Section provides
reference, bibliographic and consultative services to those who use the
Library's collection and services.  Reference staff respond to inquiries
received through mail, telephone, telefacsimile and electronic messaging
systems from individuals and organizations in the United States and
abroad.

The incumbent serves at the reference service desks in the main Reading
Room, on a toll-free telephone service desk, and in the Learning Resource
Center for audiovisual materials by using bibliographic and full-text
databases on the MEDLARS (Medical Literature Analysis and Retrieval
System) as well as other general and medical reference tools.  The
incumbent assists with creation of HTML documents for the NLM Web and
Intranet servers.  Assists with shelf reading, weeding, and shifting of the
various Reading Room and Learning Resource Center collections;
receives and processes material for publication in a variety of formats
ranging from manuscript to computer generated files; arranges material in
the proper bibliographic standards; assists in projects involving the
analysis of materials and data and the identification, correction and
analysis of data in preparing papers for publication or reports; processes
incoming domestic and foreign correspondence for medical information;
and uses a personal computer workstation to perform computer-based
tasks such as creating and managing databases, spreadsheets, and
electronic mail.  Also performs other general duties such as preparing time
cards and maintaining Time and Attendance records; providing
administrative support by organizing and maintaining records, files,
manuals, etc.; and maintaining/monitoring all equipment and supplies such
as computers, audiovisual computers, copy and fax machines.

QUALIFICATION  REQUIREMENTS: Applicant must have one year of
specialized experience equivalent to the next lower grade level.
Specialized experience is defined as experience that has equipped the
applicant with the particular knowledge, skills, and abilities to perform
successfully the duties of the position, and that is typically in or related to
the position to be filled.  Full qualification requirements can be found in the
OPM's Qualification Standards for General Schedule Positions Operating
Manual available in any Federal Personnel Office.

SELECTIVE FACTOR (SFs): In addition to the qualification requirements
outlined above, the following selective factor(s) will be used in
determining basic qualifications: Skill in using and instructing others on
bibliographic databases, and library online catalogs.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):  Applicants meeting basic
qualifications will be evaluated in terms of the following job-related KSAs:
(1) Skill in using Lotus 1-2-3 or any comparable spreadsheet software
package like EXCEL.
(2) Ability to resolve bibliographic citation verification problems.
(3) Skill in diagnosing common personal computer hardware equipment
failures.

Any experience, awards, and/or specific training and educational
courses that relate to the KSAs should be described as a way of
demonstrating yourlevel of competence in the KSAs.  Experience may be
as an employee or volunteer, paid or unpaid.  It is necessary that you
state specifically whatyou have done when demonstrating your
competence in each KSA.  The level of KSA possession is determined
through a review of each application for the position.  In order to be
considered for this position, applicants are strongly encouraged to
address each of the KSAs on a separate sheet of paper.  Displaced and
surplus Federal employees must possess the KSAs at the well-qualified
level in order to receive consideration under OPM's Interagency Career
Transition Assistance Plan (ICTAP).  A well-qualified displaced or surplus
Federal employee is an individual who satisfies all medical, physical,
educational, experience, selective and quality ranking factors for the
vacant position.  Also, the person must be displaced or surplus from this
commuting area and meet the mid-level of the crediting plan for all factors
or the established cutoff score.

HOW TO APPLY:  Although the Federal Government does not require a
standard application form, we do need certain information to evaluate
your qualifications and determine if you meet legal requirements for

security number,country of citizenship, and number of hours worked per

WHAT TO SUBMIT:  All applicants MUST submit (1) a current copy of your
resume, OF-612, SF-171, or any other written format you choose, and
(2)college transcripts if specific education is required for the position or
you are substituting education for experience.  In addition, applicants are
strongly encouraged to include a description of your accomplishments
that demonstrate your competence in the SFs and KSAs on plain bond
paper. Applicants claiming 5-point veterans' preference should submit a
Certificateof Release or Discharge from Active Duty (DD-214) or if you
are claiming 10-point veterans'preference, an Application for 10-Point
Veterans' Preference(SF-15) and the documentary proof needed to prove
your claim.  Status applicants should submit a copy of your most recent
final rating under yourappraisal system.  Applicants should also submit a
copy of your most recent Notification of Personnel Action (SF-50)
showing highest grade achieved or competitive status for reinstatement
eligibles.  Commissioned Corps Officers need only submit an updated
curriculum vitae and bibliography.

Deadline for Receipt of Applications:  Applications will be accepted
ifpostmarked by the closing date.  Incomplete applications or
applicationspostmarked after the closing date will not be considered.

OTHER IMPORTANT INFORMATION:  Before hiring, we will ask you to
