We also had quite a surprise when we announced, last October, a brand
new GS-1410-09 position. The quals came back as follows: Applicants
must have completed all of the requirements for a master's degree, or 2
full academic years of graduate study in library science, in an accredited
college or university OR in addition to meeting the basic requirements for
the GS-7, one year of professional experience. As our position
description indicates Master's Degree in Library Science as a
requirement, there was a large disconnect. We were fortunate that the
person we were able to select has a Master's Degree in Education with
a concentration in library science.

FLICC has reinstituted its Personnel Working Group, and its first task is to
investigate the issue of minimum qualifications for federal librarian
positions. As you are aware, with the help of FLICC and its
Personnel Working Group from a couple years ago, OPM updated and
upgraded its classification standards for positions in series 1410
1411 (library technicians), and 1412 (technical information specialists).
However, it appears that OPM never finalized the work on the minimum
qualifications for hiring applicants into these positions. Some agencies
accept the MLS as a requirement for anyone to qualify for consideration
for a librarian vacancy, but others allow experience substitutions at
