Tom,
apart from Brunner's The Sheep Looks Up which is, as far as I know,
the Mother of All Environment-related Sf Novels, you should take
into account J.G. Ballard's short story "The Ultimate City", which
directly addresses the issue, and also his Hello America where
environment is a quite important theme. (Now that I think of it,
you can as well "scan" his earlier novels, like The Drowned World,
Equinox, Wind From Nowhere). Ecology is an important issue also in
Frank Herbert's Dune cycle, but I wonder if you're ready to travel
through all that endless Sfnal desertic land.
And do not forget Anna Kavan's Ice, which is based on an
eco-catastrophe after all, and is in any case worth reading.
