Suggested change: Introduce new optional element
Rationale:
Processing EAD documents would be easier if a general element were available
to delineate information for a given level in the hierarchy (ie the <DID>,
<SCOPECONTENT>, <ADMININFO>, <ODDs> etc). At present, extracting this
information requires pulling out data from the start of a <C0x> element up to EITHER
a closing </C0x> element tag, OR a <DSC> element (if used), OR a further
opening <C0x> element. We would suggest a new element called <LEVELINFO>
(or similar) to do this.
