AREA OF CONSIDERATION:  Open only to STATUS candidates.

STATUS APPLICANTS:  Current Federal employees serving under
permanent appointments in the competitive service, or former
Federal employees with reinstatement eligibility, will be
considered under the agency's Merit Promotion procedures.

DUTIES:  As a staff member of the Executive Office of the
President Law Library, performs legal reference, research, and
bibliogaphic services in support of all EOP agencies.

Performs reference and research services in specialized legal
areas such as federal and state legislation, administrative law,
international relations, and case law.

Performs literature searches and prepares bibliographies and
legislative histories using both printed resources and online
databases.

Keeps usage statistics and prepares monthly statistical reports.

MINIMUM QUALIFICATIONS REQUIREMENTS:  Candidates must meet the
combination of education and experience requirements as specified
in the OPM Handbook X-118.  In addition to a Master's degree
Library Science, applicants must have one year of experience at a
level of difficulty comparable to the next lower grade level in
the Federal service.


SELECTIVE FACTORS:


1.  Detailed knowledge of the literature and information sources
in legal and legislative areas including international law;
federal, local and state legislation; administrative law;
government contracts; case law.

2.  Thorough knowledge of online databases, particularly those in
the legal area, and the techniques required to search these
databases.


QUALITY RANKING FACTORS:

1.  Experience in compiling legislative and regulatory histories.

2.  Knowledge of the Library of Congress Classification system
with particular emphasis on the area of law.

3.  Knowledge of the rules of English grammar and syntax
sufficient to express ideas effectively both orally and in
writing.

4.  Ability to meet and deal effectively with library clients
both in person and by telephone.

5.  Proven ability to maintain confidentiality.

Applicants submitting applications in postage-paid Government envelopes are

SECURITY CLEARANCE:  A security clearance will be conducted.  Applicants for
employment must be 18 years old when appointed.

DRUG TESTING:  The applicant tentatively selected for this position may be
required to submit to urinalysis to screen for illegal drug use prior to
appointment.  After appointment, the employee will be included in the agency's
random drug testing program.

AREA OF CONSIDERATION:  Applications will be accepted from all qualified
