SUBJECT: 1998 FEDLINK Registration

Enclosed is a report which identifies all the services provided to
your FEDLINK ID during Fiscal Year 1997. Be sure to use this
report when completing your registration for FY98, to specify
the relationship of requested FY98 services to services you also
procured in FY97. You also have received or are about to
receive your FY98 FEDLINK Registration Booklet. The FY98
FEDLINK Registration Booklet has everything you need to
complete your registration for the new fiscal year. As a FY97
FEDLINK member, you already are familiar with most of the
information in the booklet, but there is some new information
concerning the FEDLINK program for FY98:

     The FY98 transfer pay administrative fee will remain the
     same as last year--8 percent of service dollars transferred
     to LC. We are pleased to be able to offer the same
     transfer pay rate as FY97.

     Direct pay customers will pay a flat fee of $1200 to
     establish a direct pay account, plus an additional .6
     percent when procurements exceed $100,000. (This is
     the first fee increase FEDLINK has implemented since
     1994.)

     In a few weeks, you will be able to access your account
     information from the ALIX system, which provides
     detailed financial information to help you manage your
     account, through FLICC/FEDLINKs Web site. The
     Web site will also include electronic versions of
     FEDLINK forms, the Member Handbook, and a variety
     of other resources for federal libraries and information
     centers. As soon as we unveil our new Web site this fall,
     we will send you further information. We look forward to
     your comments on the new site and the materials
     available.

     We are currently updating the Member Handbook for
     FY98, which will reflect current fees, services, and
     vendors for FY98. We will mail these revisions to you in
     September.

     Members may now designate additional personnel to
     receive account information, with the coordination of the
     IAG Official Contact. (See Information Alert 97-8 or call
     the FEDLINK Hotline at (202) 707-4900 for more
     information.)

To ensure timely issuance of your Interagency Agreement (IAG)
and to avoid delay in the startup of your FY98 services, please
submit your Registration Form as soon as possible (but not later
than September 30, 1997). As you know, you must complete
the registration every year in order for an IAG to be issued, and
we must have a new IAG in order to provide FY98 services.
