When I think of Heinlein's work, I think of STRANGER IN A STRANGE LAND
which had its share of strong female characters, but I think that STARSHIP
TROOPERS has more. It is the earliest book I have read that allowed women
to serve in the military. Also, while the book's central character is a
man, ANY woman in the story is strong, decisive, loyal, independent and
intelligent.
