KIND OF WORK: This is a professional position in the Department of Libraries
responsible for developing, planning and managing the Department's staff
development and training program. The Department is undergoing numerous
process and philosophical transformations having converted recently to a new
online catalog and information system, becoming more reliant on the Internet
and other technical resources and moving toward managing units as small
businesses for the purpose of achieving a High Performance Organization.
Specific duties include: assessing the technical and developmental training
needs of individuals and groups; working with individuals and their
supervisors, or workgroups to craft a comprehensive training plan that
includes: the type of training needed, most effective and feasible training
mode, and the appropriate training mechanism; developing and conducting
training in the areas of facilitation, process reengineering, strategic
planning and team building; and managing the Department's training budget. The
employee will also be responsible for seeking and evaluating outside training
resources and creating and distributing a bulletin of available training
opportunities. The employee will work closely and receive supervision from the
Administrative Services Division Chief. The employee may be required to
operate a County vehicle to perform assigned duties away from the primary
worksite.
QUALIFICATION REQUIREMENTS: To be considered for this position, you must meet
minimum qualifications. Applicants who also meet desirable qualifications will
be given preference. An incomplete application form may be cause for
rejection.
MINIMUM: Bachelor's degree in Business Administration, Public Administration,
Personnel Administration, Psychology or related field plus one and a half
years' of progressively responsible experience in program administration and/or
management in the area of training/staff development.
NOTE: See Special Requirements below for qualifications required by date of
appointment or within a specific timeframe.
SUBSTITUTION: Additional qualifying experience may substitute for the
education requirement on a year for year basis.
DESIRABLE: Preference may be given to candidates with one or more of the
following: a) experience creating and conducting training in the areas of
facilitation, process reengineering, team building and strategic planning; b)
experience managing a formal training program; c) experience delivering staff
development programs in a customer serviceenvironment; and/or d) experience
with Microsoft Office products and/or Windows.

Training and Experience; (2) Written and Oral Examination; (3) Performance
Test; (4) Personal Interview; (5) Physical Examination; (6) Group Discussion

** The salary scale (grade 9) for this position is from $16.89 per hour (normal
entrance) to $23.83 per hour (maximum). With satisfactory performance,
employees are considered for periodic (step) increases up to the maximum of the
range. The probationary period for this position is one year.
