Dear Federal Librarians,
The Federal Communicators Network invites you to join our group.
Our members include editors, public affairs specialists,
trainers, web masters, quality proponents, program managers, and
many others who communicate with federal workers, including
private sector communicators. We have more than 500 members from
over the country.
The National Performance Review organized this network in 1996
at the request of Vice President Gore. Our vision is
"Transforming the government by empowering federal employees
through information." I think librarians would fit right in.
We facilitate the sharing of information through a newsletter,
calendar items, and other messages distributed by e-mail or fax.
We also sponsor workshops and other events (see December 11
workshop announcement below). We also have a press pool and get
press passes to conferences all over the country. Our activities
are planned and carried out by a volunteer steering team. We
invite you to get involved in a leadership role, too.

Description
How well is your agency communicating about changes such as the
Results Act (Government Performance and Results Act, or GPRA),
reorganizations, and daily procedure changes that affect basic
operations? The role of the communicator has shifted from that
of "getting the word out" by producing media, to delivering
operational results by consulting and managing the
communications process.
The US Customs Service has developed a new approach to internal
communications specifically focused on operational outcomes, and
it works! In a pilot program involving just three of Customs'
300 ports of entry, the new communication program resulted in
drug seizures worth millions and saved overtime expenses of
hundreds of thousands of dollars. This occurred in a matter of
months with no new costs. This new approach, developed with
front line employees, can work for other agencies.
In this seminar, you'll learn customs' methodology for analyzing
the communication processes of an organization and turning them
around to produce results.
The seminar will conclude with lunchtime breakout groups to
address your specific challenges. For the breakouts, bring a
copy of your agency's strategic plan (and annual plan, if
possible). Also bring a sample of the types of messages your
organization needs to get to the front line, but you suspect
isn't.
Who Should Attend
This workshop is for federal communicators, executives, program
managers, planners, and others responsible for "managing for
results." Come yourself and invite others from your
organization.
