Has anyone considered the full implications of DP.107?
I think its a great idea that we put URLs into authority records, but what I
think we need to be looking at doing long-term is creating authority records
for URLs, similar to what is done with names, subjects, etc.
What this would allow a library to do would be to create an 856 tag in a
bibliographic record. This 856 would be linked to an authority record (156?
tag) with the URL. If the URL ever changed, the library could subscribe to
a service which would make available new URLs on a fee-basis, or the library
could change the authority record itself. The system would then write back
to the bibliographic record the new URL. This would also allow libraries to
create "see all so" URL links.
I know this sounds far-fetched, but the technology exists. While some may
say this duplicates the Dublin-core project, that project is vendor-specific
and very expensive. What I propose is more of a professional standard, not
unique a vendor and open to the dynamics of a free, competitive market.
These views are mine and not necessarily those of Dallas Public Schools or
its Board of Education.

This discussion paper "discusses extending the 856 field to the Authorities
format as a potential means of improving access to the web pages of
organizations."--Summary of the Discussion Paper 107. I think it is a good
thought and it is feasible. Charleston County Library catalog
<http://www.ccpl.org/marion.html> using DRA has already embedded URLs in their
authority records.
This type of authority records basically will provide links to Web sites or
home pages of the authors and corporations that are access points in a
bibliographic record. Another type of authority record mentioned by Scott is
authority record for the URLs which may be links to the titles in
bibliographic records. I think we should have both types. As my presentation
in <http://www.law.missouri.edu/vianne/webpac/sld001.htm> indicates, we need a
solution to the URL maintenance problem and authority records will be a good
way to handle it. As Scott mentioned in his message, commercial vendors can
supply authority records for URLs just like the other types of authority
records. We can also achieve resource sharing by the means of authority
records.

Others have often describe the PURL Server system
(http://purl.org) as an "authority record [system] for URLs."
