It would need to successfully be able to display these nonspacing
graphics over the top of spacing characters. The default Windows font
seem to follow the PC-437 ASCII standard, and the 8-bit ASCII has a
different character set to ANSEL.

I'm not sure if this solves your problem, but my MARCView viewer for MARC
records displays and prints most ANSEL characters correctly. For more
