The transient nature of URLs is definitely of concern. They are not only
not permanent, they are also not under the library's control. Until we have
a better way to point to files, something other than their location on a
single computer on the net, we've got this problem. PURLs, URC, handles --
I don't even care which one it is at this point, we just need a workable
system. Anyone have an update on efforts in this area? What's bubbling up
in IETF-land?
