According to UNICODE Manual (1st ed. 1991, don't have access to 2nd right
now) this is just a "variant of" the NON-SPACING CEDILLA, 0327.
Nowadays, in UNICODE 2, these diacritics are not called NON-SPACING and
SPACING any more but COMBINING and GENERIC.
The GENERIC CEDILLA is at 00B8, in the so-called Latin-1 block.
Just why there has to be this variant, I've no idea. Are there any statistics
as to the use of characters in USMARC data??
