American National Standard ANSI/NISO Z39.47, "Extended Latin Alphabet Coded
Character Set for Bibliographic Use" (published by NISO Press) is what you
need.
Appendix A shows the diacritics and special characters used in particular
languages. Appendix B shows where a particular diacritic or special
character is used (including ALA/LC romanization).
