In OCLC's BFS, the level I standard for 050 is "required if applicable."
if the tag is used, than $a (class number) is mandatory while $b (item
number) is required if applicable (what does "applicable" mean in this
case). for 090, the level I standard is "optional". if the tag is
used, the $a is mandatory, but the $b is optional. i'm still trying
to figure out if the book number or the cutter number is required
or mandatory for full level records (either pcc full or oclc full
or oclc level I). this could possible have an impact on workflow, for
example: does a record have to wait to be fully cuttered to be coded
as full? in the case of upgrades to existing records, is full cuttering
required before the upgrade can be made?
