BRIEF DESCRIPTION OF DUTIES:
The Product Distribution Center is the vehicle through which the
Congressional Research Service (CRS) distributes all of its products. In
addition to the distribution of all CRS products, the center staffs a customer
service desk and has responsibility for inventory maintenance. Incumbent will
direct the work of the Product Distribution Center through subordinate staff;
resolve complaints concerning work performed; evaluate work performance of
staff and make recommendations for staff recognition; motivate staff to work
as a coordinated team; identify training needs of the staff and provide required
training; promote the spirit and practice of the EEO/AA program and carry out
personnel management responsibilities; participate in short and long range
planning and policy decisions; recommend and develop systems and
guidelines for implementing changes in administrative procedures and
operations; use automated systems to generate statistical reports and to train
appropriate staff; serve as the office manager maintaining administrative and
personnel functions; maintain daily, weekly and monthly work assigned and
completed; and draft confidential and other administrative correspondence.
MINIMUM QUALIFICATIONS:
Six months of specialized experience at the GS-8 level in the Federal service
or at a comparable level of difficulty outside the Federal service which
demonstrate a minimum level of proficiency in the following knowledge, skills,
or abilities (KSAs):
* Ability to supervise and manage a diverse staff.
* Ability to communicate and interact with others.
QUALITY RANKING FACTORS (KSAs):

1.ABILITY TO SUPERVISE AND MANAGE A DIVERSE STAFF--to resolve

4.KNOWLEDGE OF AUTOMATED HARDWARE AND SOFTWARE
SYSTEMS--to operate word processing software and various database
systems to search, retrieve, display, manipulate and process data and to
produce and generate reports.
HOW TO DEMONSTRATE COMPETENCE OF THE KSAs: Applicants must
address each KSA on a separate sheet of plain paper in order to be
considered for this vacancy. Applicants should not simply repeat entries from
their employment application in addressing each KSA, but should elaborate
on any specific experience (as an employee or volunteer), training,
educational courses, and awards that demonstrate possession of the
identified KSAs. Publications are available in libraries and book stores to help
guide you in addressing the KSAs. Each KSA must be addressed
individually and MUST NOT exceed one page each.
EVALUATION PROCESS: Applicants are first assessed against the minimum
qualifications requirements for the position. To be minimally qualified,
applicants must demonstrate a minimum level of competence in the
knowledge, education and/or experience as specified in the announcement.
Applicants who are minimally qualified will be further evaluated to determine
the degree to which they possess the KSAs identified as quality ranking
factors. These KSAs are assigned values for the purpose of rating. This
rating process will determine who will be referred to the selecting official for
