THIS POSITION MAY BE FILLED UNDER A COMPETITIVE EXAMINING AUTHORITY DELEGATED
BY THE U.S. OFFICE OF PERSONNEL MANAGEMENT (OPM).  NON-STATUS APPLICANTS WILL
BE REVIEWED BY THE DELEGATED EXAMINING UNIT (DEU) INSTEAD OF THE OPM.  STATUS
CANDIDATES WHO WISH TO BE CONSIDERED UNDER BOTH THE MERIT ASSIGNMENT PROGRAM
AND UNDER DELEGATED EXAMINING PROCEDURES MUST SUBMIT TWO COMPLETE
APPLICATIONS.  IF ONLY ONE APPLICATION IS RECEIVED, IT WILL BE CONSIDERED
UNDER THE MERIT ASSIGNMENT PROGRAM.

DUTIES: Serves as the Department's Legal Information Manager managing the
Office of the General Counsel's legal information program and policies.
Establishes policies, projects and goals for long-term planning of the
information and dissemination program of the Law Library, initiating plans
and administering programs and activities associated with the development and
maintenance of the office systems used for organizing and assessing legal
information in the practice of law for the Department (i.e., administrative
law, contracts, personnel, ethics, international trade, environmental law,
patents and trademark, intellectual property, constitutional law, and
telecommunications law).

QUALIFICATIONS: Applicants must meet one of the following basic requirements:
a) completion of all the requirements for a Master's degree or two (2) full
academic years of graduate study in library science in an accredited college
or university OR b) alternative requirements outlined in OPM's Qualification
Standards (Handbook X-118.  Education may be substituted for experience as
outlined in OPM's Qualification Standards (Handbook X-118).  In addition,
applicants must have one year of specialized experience equivalent to the GS-13level in the Federal service which has equipped the applicant with the
particular knowledge, skills and abilities to successfully perform the duties
of this position.  Non-government applicants should have experience at
approximately the $55,969 salary level.

Information for Career Transition Assistance Program Applicants:

Displaced employees eligible for consideration under the Career Transition Assistance Program (CTAP) must submit the following: 1) Notice of
Separation; 2) a copy of your last performance appraisal.  Failure to submit this documentation will affect your consideration for this program.

Applicants eligible for consideration under the Interagency Career Transition Assistance Program (ICTAP) must submit a copy of one of the
following: 1) RIF separation notice; 2) documentation that shows the applicant was separated as a result of declining a transfer of function/directed
reassignment to another commuting area; 3) official certification from an agency stating that it cannot place an individual whose injury
compensation has been terminated; 4) official notification from OPM that an individual's disability annuity has been or is being terminated; 5)
official notification from the DOD or National Guard Bureau that an individual has retired under 5 U.S.C. 8837(h) or 8456.

 CTAP/ICTAP eligibles must submit a separate statement addressing how they meet any Selective and/or Quality Ranking Factors listed on the
announcement.  CTAP/ICTAP applicants that are found well qualified will receive priority consideration for the particular position.  Failure to
outline your qualifications as described in the Quality Ranking Factors to address how you are well qualified will affect your priority
consideration for that position.


-  Current or former government employees must include a copy of their SF-50 to show proof of career or career-conditional status.  Handicapped,
disabled veterans, or any other applicants eligible for non-competitive appointment under special appointing authorities not requiring competitive
status should clearly specify their special appointing authorities eligibility on their application.

- Any former Federal employee who has received a voluntary separation incentive (i.e., a "Buyout") and accepts employment with the Government
