      FIRST CONSIDERATION WILL BE GIVEN TO WELL-QUALIFIED DISPLACED
                 APPLICANTS IN THE WASHINGTON, D.C. AREA

POSITION TITLE, SERIES AND GRADE: Librarian (Reference), GS-1410-11/12/13
SALARY RANGE:   $39,270 - $72,758
LOCATION:   I/TPS - Bureau of Information, Office of Thematic Programs,
                              Political Security Team
AREA  OF CONSIDERATION:    All Qualified Applicants (USIA, status and
non-status)
DUTIES:   Incumbent is responsible for receiving, analyzing and
responding to reference and research
questions of broad scope in subject areas of particular relevance to
Agency policy and programs;
handling exceptionally difficult and complex reference assignments for
Agency policy and program
offices in Washington, high-level foreign contacts of USIS posts, other
USIS mission elements overseas,
and foreign government, political, media, cultural, and academic leaders
visiting and working in the
United States; performing extensive customized literature searches, and
conducting specialized
bibliographic research utilizing legislation, technical reports,
scholarly journal articles, U.S. foreign
government documents and original source material, as well as
non-traditional bibliographic resources
and information not readily available in published form; and designing
time and cost effective electronic
searches or locating materials in multiple online databases and on the
Internet.
QUALIFICATION REQUIREMENTS:
Basic Requirements:  Completion of all requirements for a master's degree
or two full academic years of
graduate study in library science, in an accredited college or
university; OR one year professional
experience in librarianship (i.e., selection, acquisition, cataloging and
classification of materials,
bibliographic and readers' advisory services, reference and literature
searching services, library
management, systems planning, or development and strengthening of library
services); OR completion of
all the requirements for a doctoral degree (or equivalent) or three full
academic years of graduate
education in library science; OR applicants must have completed all the
requirements for a doctoral
degree (PH.D. or equivalent); or three full academic years of graduate
education in a subject matter or
language area appropriate to the position.
In addition to meeting the basic requirements, applicants must have at
least one year of experience
equivalent to at least the next lower grade level.
SPECIAL RATING FACTORS:   (Relative Numerical Values Equate to a Total of
30 points)

1. Ability to analyze, solve and respond to reference and research
questions of broad scope, in
    subject areas relevant to U.S. foreign policy objectives and the
ability to communicate information
    clearly and concisely orally and in writing.  (6)
2. Mastery of the reference function, and professional knowledge of the
principles and
     practices of library and information sciences, acquired through
completion of a Masters
     in Library Science degree.  (6)
3.  Expert up-to-date knowledge of online databases, with an ability to
design multiple, time and
     cost efficient strategies for searching in major systems such as
DIALOG, Lexis-Nexis, and
     LegiSlate, the Internet, and subject specific electronic resources.

4.  In-depth knowledge of subject-related information resources,
including specialized abstracting
     and indexing tools, bibliographies, research ad technical reports,
legislative histories,
     specialized journal articles, and historical materials.  (6)
5.  Current knowledge of issues and developments in the area of political
security and their impact on
     U.S. foreign policy.  (6)

INTER-AGENCY CAREER TRANSITION ASSISTANCE PROGRAM (ICTAP):  Current and
former
displaced Federal employees  in the same local commuting area who are
well qualified must be selected for
Federal positions before other candidates may be considered.  Attach a
copy of your RIF separation notice
when applying for appropriate vacancies.  To be determined well qualified
to receive special selection
priority for this position, you must meet all qualification and
eligibility requirements, all screen out factors, all
special rating factors, and be rated at the above average level or higher
in each quality ranking factor.

CAREER/CAREER-CONDITIONAL/REINSTATEMENT ELIGIBLE:  Non-USIA applicants
with career or
career-conditional status or reinstatement eligibility must submit a copy
of their most recent Notification of
Personnel Action (SF-50) showing tenure group and promotion potential (if
any).

NON-STATUS APPLICANTS:  Non-status applicants claiming eligibility for
other special appointments such
as handicapped or  former Peace Corps/Vista Volunteers, must submit proof
of eligibility, i.e. letter from
Peace Corps or State Rehabilitation agency.  Non-status candidates
eligible for special appointment who
wish to be considered under both special appointment and competitive
procedures must submit two (2)
complete applications.  When only one (1) application is received it will
be considered under competitive
procedures (OPM certification) only.

STATUS APPLICANTS:  Status candidates who wish to be considered under
both merit promotion and
competitive procedures (OPM certification)) must submit two (2) complete
applications.  When only one (1)
application is received it will be considered under the merit promotion
program only.  If a list of eligibles is
requested from the Office of Personnel Management (OPM), all non-status
candidates who meet minimum
requirements will be referred to OPM for rating, ranking and referral.

VETERANS PREFERENCE:    Non-status applicants claiming veterans
preference or eligibility for Veterans
Readjustment Appointment must submit a copy of their DD-214 and, if
disabled, an SF-15 with letter from
the Department of Veterans Affairs.

The Defense Authorization Act of November 18, 1997, extended veterans'
preference to persons who
served on active duty during the Gulf War from August 1, 1990, through
January 2, 1992.  The law grants
preference to persons otherwise eligible and who served on active duty
during the period, regardless of
where the person served or for how long.  The law also authorizes the
Secretary of each military department
to award the Armed Forces Expeditionary Medal for service in Bosnia
during the period November 20, 1995,
to a date to be determined.  The award of the Medal is qualifying for
veterans' preference.  More information
on veterans' preference is available in the VetGuide that may be found on
the United States Office of
Personnel Management web site at [www.opm.gov] or at Federal Personnel
Offices.

PRE-EMPLOYMENT DRUG TESTING:  Pre-employment drug testing is required for
non-USIA applicants
selected for positions requiring a Top Secret clearance.

PERFORMANCE APPRAISALS:  To assure full consideration, USIA and status
applicants must submit a
copy of their most recent performance appraisal.

RELOCATION EXPENSES:  Relocation expenses will not be paid for persons
selected for this position.

IDENTICAL VACANCIES:  Identical vacancies arising after the closing date
of this announcement may be
filled from the same certificate prior to its expiration.

JOB SHARING:  Job-sharing applicants [approximately 16-24 hours per week]
will be accepted with or
without a job-share partner.  Job-share partners must be clearly
