Well-qualified FDIC CTAP eligible employees will be selected for FDIC

SUMMARY OF DUTIES:
As an Electronic Resources Librarian, the incumbent has broad and
direct responsibility for establishing
standards, policies, and procedures for the use and implementation of
electronic information resources
corporate-wide. Administers commercial database services accessed via
dial-up, dedicated lines, Intranet,
Internet or downloaded to internal servers Corporation-wide,
coordinating information content with the Chief,
Reference and On-line Services Group. Evaluates, proposes, and
arranges demonstrations of new services.
Participates in the provision of end-user training and the preparation
of user guides. Prepares budget for
commercial database services corporate-wide. Serves as the Oversight
Manager for related contracts,
monitoring use and approving payments. Arranges licensing agreements
and ensures end-user compliance with
redistribution rights. Coordinates with the Division of Information
Resources (DIRM) for delivery of electronic
resource services. Obtains, evaluates, and delivers software to DIRM
for testing and development. Serves as
back-up administrator for the Library's online integrated system,
STAR. In conjuction with other EIR staff,
develops and administers the Library's electronic information systems,
CD-ROM based services and electronic
journals. Participates in designing Library Web pages.
QUALIFICATIONS REQUIRED, INCLUDING SELECTIVE PLACEMENT FACTORS: (This

All librarians must meet the requirements for professional education
in library science as described in U.S. Office
of Personnel Management qualifications standards available online or
in local Federal personnel offices.
In addition to the basic requirements, all candidate must have one
year of specialized experience equivalent to
the next lower grade level. SPECIALIZED EXPERIENCE is experience
directly related to the position to be filled
and which has equipped the candidate with the particular knowledge,
skills, and abilities to successfully perform
the duties of the position. To be creditable, specialized experience
must have been at a level equivalent to the
next lower grade. In addition, all Selective Placement Factors MUST BE
MET. U.S. Citizenship required.
SELECTIVE PLACEMENT FACTORS:
1.Professional knowledge of the theories, objectives, principles,
and techniques of library and information
science and the ability to apply them to library electronic
information resources operations.
2.Mastery of library functions, information sources and computer
technology including information
characteristics and database design to implement, maintain,
upgrade and troubleshoot problems, services
and systems and to coordinate operations with systems specialists
as needed.*
3. Knowledge of contracting rules and regulations.*

1.Knowledge of the mission, function and information needs of the
Corporation to provide information
sources, including databases, state-of-the-art systems and
services for automation of library operations.
2.Ability to communicate technical information both orally and in
writing.

2.occupy or been displaced from a position in the same local
commuting area as the vacancy;
3.apply for a position at or below the grade level of the position
from which you are being or have been
separated. The full performance level of the position from which
you are being or have been separated;
4.file an application within the time frames specified in the
vacancy announcement and fulfill all application
requirements indicated, including submission of proof of
eligibility (RIF separation notice, notice of
proposed removal for declining a directed reassignment or
